Anti-panhandling ordinances still in effect

At 3:30pm a police car double parked on Broadway and 86th. A white male cop emerged from car and was walking in the trajectory of what appeared to be a homeless Black male holding an empty coffee cup and standing near the entrance of a Chase ATM machine entrance, perhaps hitting up customers for donations. Cop/homeless person make eye contact with each other at which time the "homeless" man states out loud that he's doing nothing but standing there. The police officer tells him someone "called and complained about you selling drugs at the corner." To which the "homeless" man denies such allegations. He is then told that he needs to move northward on Broadway. Out of site. It was a relaxed exchange as far as I could hear.
